今年初，美國總統曾威脅加徵高額關稅，本月雖快速達成含投資承諾的系列協議，卻仍保留以國家安全為由對汽車、鋼鐵、鋁等的關稅，凸顯其速戰速決式協議落地的挑戰。關稅懸而未決及投資分歧，讓企業對美貿易政策存疑。日韓稱協議含將進口汽車25%關稅降至15%，但關稅仍在徵收，加劇豐田等車企虧損；英國5月達成協議後，也在等待鋼鐵關稅下調，美方僅同意討論調整相關關稅，未作堅定承諾。
特朗普第二任期的貿易談判中，傾向口頭承諾而非有約束力文本，政策重點是縮小貿易逆差。貿易夥伴因他曾單方面加稅推翻前協議，也傾向採用迴避具法律義務的正式協議。日本首相石破茂稱正式條約執行慢且難保證其遵守，歐盟推動的書面聲明也無法律約束力。美國商務部長稱日韓等國協議文件數週內完成，不會是傳統長文協定。
特朗普協議模式多為盟友承諾投資和增購換關稅降低，但內容矛盾早現。美韓協議後，白宮稱韓國將為美國汽車和大米提供市場准入，韓國財長卻表示未討論大米問題。投資上，盟友反對特朗普對資金有過大裁量權，如美韓3500億美元投資基金，特朗普稱將由美方控制，韓國則要求基金非美方單方面決定且項目具商業意義。
日美協議達成後，日方抗議美方行政命令在現有徵稅基礎上疊加15%新關稅，美方雖同意不疊加，卻稱非初始協議內容。歐盟也在等待汽車關稅減免，期待美方兌現承諾。
美國在與亞洲和歐洲盟友的貿易往來中，達成了一系列涉及關稅調整與投資承諾的協議，但這些協議在實施過程中暴露出諸多問題，共同長期削弱了美元的影響力。
截至2025年8月，納斯達克100指數市盈率40.8倍，費城半導體指數高達50.9倍，TAMAMA科技指數35.6倍，均處於歷史高位區間。標普500席勒市盈率(週期調整市盈率)達38.45，僅次於2000年互聯網泡沫時期峰值。作為發達的成熟市場，估值已經超越新興市場全球股市、黃金一起上漲，也可能從側面反映了，包括美國自己都擔心美元的幣值，將美元向其他資產做轉移。
美國簽署了大量非書面協議，由於協議實施難度大，導致對美投資金額及投資收益難以達到預期。
美國在與日本、韓國等國的協議中，盟友對美投資事宜，像美韓協議中就有3500億美元的投資基金。然而，這些協議多為非書面形式，缺乏嚴格約束，實施難度極大。
韓國反對美國單方面決定3500億美元投資基金的投資，認為基金“不是由美國單方面決定的結構”，還要求美國提議的投資項目具有“商業意義”，導致投資落實受阻；
使得實際投資金額和投資收益因協議約束有限而低於預期。抑制投資導致的產業和回流和供應鏈整合，影響美國製造業的回歸影響國內基本面，打壓美元指數。
目前已產生巨大影響的關稅項目，取消關稅一再拖延，導緻美國與貿易對象交惡。
當前，美國對汽車、鋼鐵等已產生巨大影響的敏感產品關稅仍保留，取消關稅的承諾一再拖延。約定瞭如將進口汽車25%的關稅降至15%等關稅減免內容但日本、韓國、英國、歐盟等盟友苦等關稅減免卻無果，日本和韓國的汽車製造商因此遭受損失，豐田汽車預計在截至明年3月的財政年度，關稅將導致其營業利潤減少約95億美元；即便是早在5月份就與特朗普達成新貿易協議的英國，也仍在等待高額鋼鐵關稅的下調。
這直接導緻美國和這些大企業交惡，未來影響到美國企業的盈利能力。美國美國企業的盈利能力直接決定了美國的國力，從而打壓美元指數。
美國貿易政策增加企業不確定性，影響最終撼動美元的地位。
由於關稅問題懸而未決，如歐盟仍在等待汽車關稅的減免，且在投資和其他問題上存在分歧，像日美貿易協議達成後，白宮的一項行政命令似乎在美國針對日本進口商品的現有徵稅基礎上，又“疊加”了15%的新關稅，這讓企業和決策者對美國未來的貿易政策感到不確定。
